I picked up a 18" WC congicus from the member owen 2 months ago and, still has yet to eat.
I feed tilapia, market shrimp, and nls pellets. Water Changes are between 40%-50% weekly.
Should I be concerned? Anything tricks I can try to get it to eat?
Alittle worried considering that the longest hungry strike I've encountered is about a month when I bought my 13" CB Endli.

Keep doing what you're doing. It'll start eating eventually. My 16" endli went 6 months without eating then 1 day started eating again. I'd start worrying once you start seeing dramatic weight loss

As long as he doesn't show any signs of getting sick or anything than he should be fine. A change of scenary usually causes a hunger strike, so don't worry just make sure that he is aware the food is in the tank. If he knows it's there and chooses not to eat it then thats ok, if he doesn't know it's there (which i'm pretty sure he would by now) then try and put it more in his face or around him so if he wants he can get a head start. As long as he has access to food he should start eating when he feels comfortable.
