Constant bacteria bloom?

I have had a green tint to my o's tank and have always attributed this to under filtration and bacteria bloom. Its a 110x with two 6-7 inch oscars 3 4-5 tinfoil barbs and two 2-3 jd's. It only had 2 whisper 30-60 hob's (+-660 gph) on it until last night when I added a ac 110.(that make's it 1160 gph) My question is if it was under filtration or lack of surface area for the BB to colonize how long should it take to clear up, or atleast how long would you think?

sunlight does hit it for about 45 mins a day, but there is no algae in the tank anywhere else even on the side the light touches.

I forgot to mention when I do water changes it only subsides for about 12 hours.
 
It's 75 foot print just 30 inches tall, it only has 2 40 watt fluro's on it...

J/K I have tried different approaches but I dont think it's feeding I did a 50% water change last week and fasted the fish for two days and still had the same issue.

I agree but according to my wife I have already ran through the "fish" budget for this month And its only the 4th!:ROFL::ROFL:
 
Just fake plants and a resin cave/rock with a few larger pieces of slate....
