Do I need to empty the water out completly???? Or can I just add the salt and mix it???
 
It all depends on your thought on coral. If you want coral i would get rid of all the water in the tank, let it dry and refill with RO water only, and then add salt. You can only do this when you first set up the tank. There after you need to mix the salt and water first and then 24 hours later add to the tank. This is best practice.

If your not planning on coral i would still recommend RO water but you could get away with tap.
 
Again, I agree with sweet tang.

I would empty it all out, and wash it out with tap water, and let it dry completely before filling again. Specially if you have used any copper based treatments when it was FW (whitespot treatment, for example).

Then, fill with RO and salt, and warm it up. You might as well use RO, specially for the first set up, to make sure there is as little nutrients entering the water as possible (phosphate, nitrate etc).
