depends on the individual fish and the situation.

if kept solo, you're more likely to see aggression out of a male than a female. However when breeding, they are going to be more equal if not the female being more the aggressor. I've seen multiple times in smaller tanks where the female, no matter how much smaller, will chase the male off and strike at him if he doesn't have enough room to stay far enough away from the nest.
