I want to start a separate 10 gallon tank for only copepods
would a filter and heater be required? or can i just leave the copepods to reproduce with only live rock and sand?
 
I would say throw some macro algeas in there, they will filter the water, as well as provide food/shelter for the pods (depending on the veriety of pod).
 
im thinking of putting benthic copepods in a 10 gal tank with some sand, live rock, and cheatos. is this fine without a filter or heater?
 
I would say a small heater is a good idea, they are tropical therefor have certain temperature requirments haha.

Agreed. Filter might end up sucking up too many of them and killing them...
