My tetra has a white cotton growth close to her tail. It has gotten almost half as big as the fish.

It looks like true fungal infection to me. Treat with mercurochrome but in using this, it has to be applied directly by "painting" the growth with it or you could dose Maracyn in a quarantine tank.
