I am in the prosess of making my brackish green spotted puffer tank into a full marine tank as i hear they do well in full marine conditions.
That they do, however the conversion needs to be done gradual.
my puffer is about 2.5 inches and healthy. right now the tank has playsand for the substrate and abunch of fake plants the salinity is at 1.010.

Steer clear of crushed coral. Sand is not only more appealing and natural, not to mention packed full of essential bacteria needed to cycle and mature your future marine tank, but it will not mess with your parameters as the CC will.
will the live sand die in a salinity of 1.010?
Not entirely, no. There will be some, as there always is, so you should have a filter and skimmer ready as you may get foam or a grease-like build up for the first few days, and the water will appear cloudy. It should however, survive rather well, and as the salinity is raised, colonies will rapidly replenish.
and which would be better to use crushed coral or live sand?
Personally, I would use live sand. It offers so many more benefits with very minimal drawbacks.
i eventually want to make it into a reef tank.
I would use caution when deciding on the corals to house with these guys. They have been known to be "pickers" which can kill certain corals. Not to mention they can be pretty aggressive to smaller inverts like hermits, shrimps, etc.
