Got kind of gung-ho and in a rush so I ended up using liquid nails silicone
to reseal some parts of a used aquarium. However I found out that liquid nails isn't meant for underwater use and will leak toxins to my fish. It's already cured in the tank (it's empty) and I am wondering if it's okay if I just apply a layer of aquarium silicone sealant over it?

Previously, I used Shelleys Liquid Nails to repair a loose wet/dry plastic egg crate "gate". Its the area where the overflow water comes in from the main area of the tank into the IOUS. I promptly found out that Liquid Nails is not water proof. The best bet for you I think, is to scrap off the liquid nails and start over with aquarium grade silicone. If you apply a layer of silicone over the liquid nails, it won't adhere.
