I dont think so, I think its only the female. The eggs will stay attached to the tail till they hatch and the babies will remain on the tail till they are big enough to leave.
Only the female will protect the eggs while they are attached to the tail. But once they drop they have no protection from anything and both the parents will eat the young. It will be best to relocate either the parents or the young to another tank before that happens.
Only if the tank is big enough and has lots of hiding spots, AND the parents are well fed. Then I think some can make. But they must survive long enough to be at a good size or else they will be prey.
