Maybe its been done before but it could eliminate the need for drilling.

An auto-bilge pump, hard wired to a 12v wall converter. Then a hook shaped filter could pour as much as it wants, and if the return pump cant keep up with the downflow, the bilge will correct it, by possibly turning on for a minute or two every other 10 minutes. its not a lot of stress on the bilge and it seems like an easy solution for not having to drill.
 
I dont think it would be noticeable if your wet dry was enclosed under a tank stand.

Hopefully the flowrate will be perfectly matched but in the situation that it isnt, this might be a good solution. Its safer to have a back up system than to run the the return pump dry IMO. Especially to people with 55g+ sumps in areas where sound is not an issue.
 
None of this is necessary with a correctly set up overflow, a passive level control is far more failsafe than relying on active solutions.
 
i would imagine a small float valve on the intake end of a siphon would be easier. not enough water, valve closes until water gets returned to the tank to float the floater to open the valve for the siphon to continue.
 
Just buy a HOB overflow or build one out of PVC. You will never match flow rates (for any decent amount of time) by using a siphon. In the event of a power failure it would have to be restarted manually, which depending on your water level and sump size my flood the tank if power returns when you're not around.
