ok so i was thinkin that it might be possible to make a sump/refugium without a gravity over flow, possibly by using two small pumps, one to take water out, the other to pump the water back in, only propblem i see is the pumps becomeing out of sync, and the sump/refugium overflowing or drying up, i was inspired by canister filters. there anything like this out there?
another crazy idea, special making a tool to nip the teeth for puffers when needed,

It can work for a short time, but sooner or later you will have an issue, even if you could buy identical pumps, sooner or later they will fall out of sync, you will run one dry, or flood your room.

Agreed. Ive tried to think of other ways to do it besides a sealed container like a canister or an overflow and nothing works out beyond drawing it out on paper.

I dont see why a diy overflow or siphon tube with an overflow box and single pump wouldn't suit your needs. if you need the water level to stay stable then use a baffle in the refugium to keep the planted chamber level constant and place the pump after the planted chamber.
