Looks like he had his shell smushed.
 
If its a WC, probably a genetic thing that causes it. In captivity, improper diet and poor lighting is the usual culprit, but in nature, turtles generally know what they need to eat so unless its a traumatic impact/accident that's had a few years to heal, I'd say its a genetic defect.

Looks like he can still protect his important parts, so that's always good.
 
its a duplex, hes renting out the upstairs to a family of 48 mexicans
 
It could be a growth of some sort under its shell. Turtles can get cysts or tumors that will make their shells bulge. I have seen a turtle with a cyst and it was drained by puncturing a hole in the shell. The shell didn't grow back to normal but it got better.

I don't even know what kind of turtle that as, looks cool though.
 
That's a genetic cross between a camel and a turtle.
