Creating a temperate tank

I'm interested in making a fowl/possibly coral southern California native tank. I plan to check out the native inhabitants and check on the legality of removing items from the sea. Curious to know if anyone has done a tank like this and maybe has pictures or input.

I have two tanks, 3'x18"x12" & 4'x2'x2' that I can use.

Its going to be pretty hard get California livestock. The state is pretty protective of its wildlife.
