Guys im in need of major help right now. My water dragon eye is infected most likely from subrate getting into his eyes and i do not know what to do. Ive been putting saline eye drops into his eye for about 2 days and my mom refuses to bring me to a vet for just a lizard. Is there anything else i can do? please i need as much help as possible!

get him off of particulate substrate. Put him on paper towels with adequate heat and uvb and just keep his eyes clear.
I am guessing your CWD is a baby as this is a very common problem with baby dragons that are kept on particulate substrate such as eco earth.

Sylvias is right about the quarantine procedures. Tell your mum that the lizard is alive. Hopefully she'll get the hint. Saline drops are pretty much all you can do until you determine the cause. Can you describe the eye?

ill try to get a picture up right now but what subrate could i use to prevent this again? and i convinced my mom to bring him so were going monday!

you can put him back on eco earth once he is older and bigger but babies for whatever reason always have problems with the smaller dirt like substrates.
Until then though you can use a variety of bark products... just avoid the dusty ones, or newspaper or some sort of dirt-like substance that compacts better and leave less particles.
But do not put him on anything else until the condition is cleared up entirely. leave him on newspaper or paper towels.
If you can, get some antibiotic opthalmic drops from the vet like terramycine or gentamycine...something along those lines..
Make sure he has strong UVB, I have noticed that helps a lot with almost any issue i have seen on baby water dragons.
And while he is quarantined to help with the eyes you should probably re-evaluate the entire set up and try to head off any other issues that may arise such as the nose-rub that often leads to minor forms of mouth rot that your little one seems to be showing signs on...

Do not overdose on those eyedrops. In any case, they tend to only come with an evaluated visit to a reptile vet. Risk free, you could go paper towels. You must tell us more activity levels, what was his appetite before this, and how long ago did it remain constant/deteriorate,temperatures, cage size, maintenance schedule, humidity and diet. Do some research before hand regarding the eye problems, I can't remember the sites I used for the leopard gecko eye infections. If there are ways to enable the eye to be taken whilst open fully, that would be best. Usually involves gentle prying with a Q tip. If you are not careful enough, don't do it.

Diet consisted of mainly mealworms and some crickets fed in the middle of the day, it got worst about a week ago when i really noticed it, cage is a breeder 40 gallon, tank was cleaned once ever 2 weeks, humidity was low about 40-50 but now i got it to raise up to 80, and i have been swabbing it with a warm water q-tip but it hasnt really helped.
