On a mature bacteria lives in the filter/system... if you break it down and clean everything, you have likely "cleaned" out all the bacteria that you want in the system...
If the tank has sat without water and the tank/queipment has dried out the bacteria will have died...
If the tank was left fully set up but without fish in it for (approx0 a week or more then the bacteria would have starved to death...
... If either of these situation have taken place you will not experience a "mini cycle" you will have killed off your bacteria and will be starting over from scratch...
If the tank is drained, fish put in buckets, tank is relocated, then refilled with properly dechlorinated water and the fish are put back in the tank... Then you should be fine...
Anytime we make major changes to a system we risk disrupting the bacterial colony and it's wise to monitor water parameters afterwards. If you see spikes in ammonia or nitrite simply do extra water changes until things balance out...
