what is it to cycle a tank? what is the proper way to cycle a tank? Can short cuts suffice? is this a must? does any one know when should a sump be put to use. these are some general ? that i dont have no clue. so please bare with me i knowdeep down inside im good cause all my fish are healthy and producing fries.

You could try the shortcut by asking for established filter media, however make sure your source is disease-free.

Cycle question has been answered... Sump tanks are generally used when you get into the hundreds of gallons (imo 100g+). Nothing beats a sump in terms of bio filtration especially when you got a big tank full of big monsters.
