Cycling a Tank - What have I done wrong? Or possibly right?

So I have a new breeding setup, 4 tanks all connected to the 1 sump filter. Tanks are just a touch under 2 foot cubes. It has been running for just over 2 weeks. Stock is a small peacock eel, 4 chain loaches, 1 L066(only about 5cm long), 3 electric yellows, 1 kissing gourami and 1 green severum. I also have an anubias and some floating plant, a something rose...
I cant remember the exact readings of the levels, but ammonia and nitrite was in the middle of the chart 2 days ago. Nitrate was blood red, so very very high. I have not changed anything, still feeding live blood worms and some flakes each day for the fish. I have made no water changes or added anymore stability.
Today, the ammonia and nitrite was just above 0, so only 1-2 colours down the chart. An improvement. But Nitrate reading was yellow, indicating 0.
I have fish I need to put in there. My new breeding trio of peppermints and some others.

I didn't expect nitrate to drop so low without a water change. So has my cycle finished or has it crashed and is it starting all over again?

I am going to my LFS tomorrow to ask them to test my water to double check my readings.
