I'm moving in a few days and I'm going to be setting a new tank up and I wanted to know if "instant cycling" really is possible? I've had the filter for the new tank running for a couple of months now on my current tank, So if I move the filter (without killing the bacteria) to the new tank where it will be handling the same bio load do I still need to Cycle the tank?

It’s a bit of a misnomer when we talk of cycling the tank.

We are mostly talking about cycling the filter.

Of course there are bacteria all over the inside of the tank and particularly the substrate surface if you have any but by far the majority are in the filter.

Yes I realize it's mostly in the filter I just didn't want to try it before hearing from some of the more expierienced Keepers on it's effectiveness. It will work as long as I move the fish at the same time and keep the same or less bio load right?

If you move your filter from one tank to another along with your fish the bacteria will have all they need to continue their short but happy lives.

There might be a little die off of the bacteria and there will be some capacity lost from those bacteria covering the surface of your old substrate and aquarium but basically so long as you move them both together you'll be fine.

Yup it should be fine.
There might be a small ammonia spike from the loss of bacteria on your substrate and the surfaces of your aquarium, but it shouldn't be very noticeable, if at all, as long as your filter is well colonized. This should only last a few days while your bacterial colonies are recovering.
