Cycling without substrate

I set up a 10g fry tank about 2 months ago and it still hasn't cycled. My ammonia levels are way too high. I have tired putting in used filters from my other tanks but still its just not happening. Could the slow cycle be because I have decided to keep go without substrate and keep it bare bottomed?
 
No. I have cycled numerous bare bottom tanks with some established media from another tank. The "cycle" is pretty much instantaneous. The ammonia that you are reading may be a false positive if you are using products such a Seachem Prime. Second question in. http://www.seachem.com/support/FAQs/Prime.html

Yeah, substrate should have very little to do with it. Most all of your beneficial bacteria will reside in your filtration. Very odd that a well seeded filter isn't processing the ammonia for you. What PPMs are you seeing?
 
4ppm. I tossed in some feeder comets last night to see if there was a false positive reading. 12 hours later they seem to be fine. Still scratching my head.
