Is it normal for dats of about 3 inches to swim very fast and staying at the same place?  Or maybe the flow is to much for them???  They are in a 25 gallons with aquafilter....

Just to be clear, they're moving real fast but not actually going anywhere? Like shimmy?

oh okay. Let me explain, Shimmy (in this definition) is a disease that freshwater fish can get that makes them move as if they were swimming, but they never actually go anywhere. Fish that give live birth, such as mollies and guppies, get it quite often. I wasn't suggesting that your dats have shimmy, just trying to figure out the motion. But if it is just their pectoral fins, that is normal. As your dats grow, they will need a much larger tank though.

If you could post a video it would help, my minis (1"-1.75") sometimes seem very active in one spot similar to how you're describing. Like I said a video would be a great help.
