Defective heater?

I have a top fin 30 gallon heater on my 15gal fry tank. Just now I touched the glass and it was cold. Not freezing but significantly colder then normal. The heater still powers on but isn't producing any heat. This heater is pretty new maybe a month old. Is it the brand or just a crappy heater cause I have had this problem with two other top fin heaters.

Crappy brands make crappy heaters. I try to avoid top fin though to be fair Ive never owned a heater by them and most of the equipment I have by them has worked well enough
