Delayed Eletrical Outlet/Strip?

Sorry for being MIA latelly guys, been on vacation. Here is what I am hoping to do, any advice, links etc..?

1) I need a switch that stays open with power on, I need it to kill flow (drip syste leaving sump) when power goes out. I know these solenoids exsist but can't for the life of me find it.
2) Delay power on to multiple devices. Example:
Power goes on outlet #1 turns on, 5 mins later outlet #2 turns on, 5 mins later outlet #3 turn on. Does that make sense?
 
I got my water sensitive shutoff valve from here. Maybe you could use something like this, if the water starts rising to a certain level, it will shutoff, although not based on electricity.

1. Run power to the coil on a relay then wire the pump of a normally open contact. When power is on the coil will energize the coil, close the contact and send power to the pump.
2. Same concept as above but you'll need timers. You can have relay one energize the coil on a time then at the set time a device will energize as well as the coil on a second timer which will energize the third outlet once the set time is reached.
 
1. You want a normally-closed solenoid valve. It opens when it has power. When power goes out, it closes. You can find what you need here. An example would be items #s 15-21 http://www.stcvalve.com/Process Valve.htm

you will need 2 delay-on-make timers to do the second part. depending on your load (under 1 amp) This will work for you. adjustable delay. you will need to wire it in series with the hot wire to either the outlet or device. if you need more then 1 amp use This One
