Did I set my filters up wrong?

Tank size is 150g.

I have a FX5 and an XP3. I have an inline heater and will be setting up an inline UV on the XP3 (can't put it on the FX3 because of the tubing size).

Now my water is clear, just not crystal clear/as clear as I would like. Stock wise I'm a bit on the heavy side which is why I want to work on getting my water as nice and clear as others here.

In the FX5 I have one layer of bio balls and the others of Ceramic Rings.
In the XP3 I have all the baskets with the Filstar Pads.

I have been playing with the idea of getting another FX5, however I'm thinking that I may not be utilizing what I have properly. Should I switch the ceramic rings over to the XP3, add puirgen and then ditch the bio balls (if so where should I put the puirgen on the XP3? Top?)? And then get some pads for the FX5 (if so should I be looking into getting the FX5 blue and white pads?)?
 
xp3 doesn't have the best flowrate to do a great mech job on that size tank. 2 fx5s would do much much better IMO.
 
Well of course they would. An XP3 isn't in the same league as the FX5. I am using the XP3 because of its tubing size for an inline heater and for the inline UV I have.
