I'm buying a 55 gal for my birthday which is one the 19 of September, and i want to stock an Australian spotted eel, 5 discus, 5 angels, 4 clown loaches and a 2 bristle nose cats.

Is this over stocked and will the eel attack/kill any of the fish?

What do you agree with, that they'd kill the discus/angels or it's over stocked?
 
You know discus require a low stress tank with special water params, right? And your tank would be way too crowded. You have unrealistic choices for tank mates too. Go all discus! But do some research before you flush your money.

Sorry bout that. I am just saying that you should learn to take advice even when it is criticism. I'm not mean so I am sorry if I came across that way. My goal is to provide you with some advice to keep you from killing fish. It is best not to learn from experience in this case. Take advice when you ask for it.
 
If it's the eel I'm thinking of they get longer than your tank and would easily be able consume all the proposed occupants.

5 angels or 5 discus or 5-6 clowns, with the bristlesose and some dither fish (rainbows) would be a better stocking option.
