DIY Aquarium Castle

Picked up a new 150 gallon tall a few days ago. Wanted to do something really cool and fun this time around. I was tossing the idea of building a castle for the centerpiece in the tank using the same methods used for making aquarium backgrounds an caves. The plan is to build the towers and walls out of styrofoam and pvc, stick them together and coat them in a type of foam and then roll the pieces in gravel, after all of that is done the pieces will be sealed up and 'painted'. I can get plenty of styrofoam from work. I'm still stumped on what product to use to stick the pieces together and coat them so that I can cover it in the stones. I'm also hung up on the final product I'll need to use to give it even color... I would like to avoid cement as it seems really messy and I don't want the rough edges... Is there a paint that acts as a seal?

This'll be a blood parrot community tank so I'm making the buildings fairly large so they can actually go in and out of them, but not so large that the swimming room gets taken away.

I would use cement not rocks just get the styro foam, carve out what you want it to look like (make the details a lil bigger) cover with a few coats of cement you'd have to secure it down but if you do it right would look real sweet
