DIY canister build?

I've been trying different projects lately just to experiment. This time I'm making a canister filter I have it mostly done just figure out how to plumb the output. At first I wanted the return to be the bottom where the bulkhead is but I realized after without a pump the water wouldn't be pushed up if needed to. So here's my idea. The water will syphon down to the bulkhead in the bottom then fill the chamber. But when I try it just drains out both ways. How can I get this to work?
The hole in the top is where I wanted the hose to come out of for the return.

I was gunna use a small rio pump. But it was to fast for the siphon and it drain it too fast. I'm going to get a small mag pump. And build a canister out of PVC instead.
