Yep, I got mine for half price at Lowes. It is the end of the season and they were closing them out. I paid just over a hundred for mine. The only problem is it is the largest unit they had. It sucks the room dry in no time though. It also makes for a good heater too
Oh yeah, you wanted to know how to make one. Can you make an air conditioner that heats the cooled air before returning it to you? That is what they are.
Here is the DIY way to do the same job. Go to a swimming pool store and buy a skimmer basket and get a bag of calcium chloride (also at the pool store). Now rig the skimmer basket to hang over a bucket...fill the basket with the calcium chloride. If the room does not have a ceiling fan, add a fan of any type to create circulation in the room.
The calcium chloride will absorb the moisture in the air and then drip into the bucket. Refill the basket as needed. The calcium chloride can be reused by heating it until it is again solid. It is corrosive, so only use something that will not have to be replaced.
Also get a humidity meter from say like walmart. I got a digital one there that also has a temp reading. It tells me when to turn on the dehumidifier. At around 50% or less the room is fine. 57% the room is pretty stuffy and starts getting musty. At 60% it gets fish tank smell.
