Not sure what you would call this filter...but would it work?
It would be a 30 gallon glass tank divided into 4 chambers, the first chamber would be the a hose that's atached to a internal filter type thing in the tank. The second chamber would be full of scrubbies, under the scrubbies would be some media. The third chamber would be full of filter floss, and under that, there will be more media. The fourth chamber will have another internal filter type thing sucking the water back into the tank.

it would be really hard to balance the filter pumping water in and the filter pumping water out. and i dont think an internal filter has enough power to pump water back to your tank considering head loss. best bet is just making an overflow and buying a pump

As the previous poster said, that won't work....You will have to use an overflow and purpose built return pump.
