diy hanging lights

Hey everyone, i'm currently vigorously planning on how I'm going to completly upgrade my fish tank, including changing it to a planted tank, adding a sump, diy co2, new substrate, and what would really put the icing on the cake is to get rid of my hoods and get a nice hanging double flourescent tubed light on there. I'm having a hell of a time finding some 18" double tubed light ballasts, but once i do find one does anyone have an easy/cheap way to hang them. I'm living in an apartment so drilling holes in the ceiling is not the best way to go. I saw some diy bending steel tubes and making a stand, but i'm a poor college student with limited tools.
Any help would be appreciated
 
the tubing you are refering to is "EMT" electric conduit . and this is bent with a special tool which you can rent for cheap , or you could just plan out how you want it bent and just find an electrician to do it for you , i would offer to do it for you but its a bit far . .. it wouldnt take 5 mins for someone to do it so maybe you could just talk to an electrician most of them are pretty good guys and will prolly do for ya cheap or free ( i would ) ....hope this helps

Thanks for the tip, my college has a physical plant, and i'm sure they have an electrician around here somewhere who would be willing to help. that piping isn't too expensive either, found some online for like 6 bucks, now if only lowes is as cheap.
