I'm curious if you can devolope your own live rock. I don't like paying $10 a pound around here. I have heard that there are a couple of types of concrete that you can use. My idea is using styrofoam to create the shape that you want and put several layers of concrete over it. Could this work?

you can but not worth the time better to find an online supplier of live rock and bargain with them on price's.

A lot of people including myself just made a mold out of sand/crushed coral of the shape you want. Then fill it in with portland concrete/CC mix.
I'd go to bulkreefsupply or marco rocks and buy from them- it's around 2.50 a pound for thier live rock and it's really legit stuff!!
