ya Blacklights an fish are a nono. Blacklights emite close to if not the same as a UV sterilizer does. though it does give a cool effect (I tried it before my 29 cycled).
 
If you are good at all with your hands and electronics then do this for your moon light. Goto radioshack or some similar electronic parts store and find Blue LEDs and get 2 peices of SOLID copper wire(not stranded). it is typically used in house wiring, you will know when you have it cuase it will be very non-flexible. go down both wires and strip a 1/8" section every inch or so. then lay the two wires side by side and solder on the LEDs. then you can coat the wires in liquid electrical tape(but not the LEDs) , wire up a switch to the lights, use a power supply from computer speakers or something in the equivilent range would work, and mount them to your hood some way and you have a very good looking moon light. Also if you didnt want all the light to be in a straight line you could just bend the wire into a M or S shape before you soldered on the LEDs.

Also LEDs wont create barely any heat at all like the other lights you mentions. Black lights get insanely hot in addition to their blinding fish.
