diy overflow question

would the overflow still work properly if the "T" was under a couple inches of water in the wet/dry? sorry if this is a stupid question.

Yes, it will work but keep in mind that the flow rate is dependent on the distance from the water's surface to the tee. Since it is a pond, consider a larger diameter to get the flow rate that you will need.
