If the bottom loops on a DIY PVC overflow are not even will it still work? In this case i accidently made the loop on the outside of the tank lower than the inside. Will it still work?

It isn't the loop that matters, it is the placement of the tee. If it is lower than the inside loop, then it won't work. It will cause the overflow to suck air when the pump is shut down. Then it won't restart when the pump is turned back on (think power outage).
