DIY overflow

I have an drilled tank with a diy bulkhead installed. I have a one inch tubing going from the overflow to the sump. My problem is that the overflow is hardly taking in water. How can I make it flow faster? I think drilling a hole in the top of the elbow in the back might help, but please tell me what I need to do so I don't screw something up. Thanks!
 
glass tank and I just filled the tank with water to test out the DIY sump. It is not clogged it just seems like the water should be going through there faster. It seems to stop and then it bubbles every couples seconds and drains a little more water. I have to turn off the mag drive pump so it does not overflow the tank.
 
Drilling a hole would probably work, but a better solution would be to replace the 90 with a tee with a length of pipe out of the top of the tee that is taller than your max. possible water level.
Also, like Radley said, what's the GPH of your pump?
