DIY pond cover question

I am in the final planning stages of a pond build that will be completed in the summer. And come up with a question. Is there a type of paint that I could use to paint the top that I plan to build to cover the pond. I am planning on using plywood as the cover and putting insulation on the top so that I can conserve as much heat as possible. The cover will also serve to reduce evaporation. But for the side of the wood that is facing the water I will need to water proof it in some way that is fish safe. Is there a type of paint I can use for this other than epoxy as I am trying to look to save money where I can.
 
I once saw some insulated fiberglass corrugated panels at Home Depot that were damaged. They were selling them for $3 each (I believe they were 2'x8'). They would be perfect for covering a pond. My parent company builds a similar product for waste water treatment facilities. You may want to stop by a local Home Depot and browse what types of composite materials they have that would work for you.

I really don't know what to suggest on a good quality but inexpensive paint that will hold up in your case.
