looks like a few problems, depending on what you want...
if you fill up the 3'rd chamber, you need to fill up the bioball section to do it. switching the fluidized area to the second area and making the bioballs 3rd will let you have them in air with water running over them instead of being submerged.
having the whole thing as a "my way or no way" situation can lead to flooding or running your pump dry possibly leading to a burned up pump. having a gap for water to make it past blockages will keep water flowing.
if I were going this route, mine would be something like this.

the bottom of the bioball section is not solid, I'd put in eggcrate probably, possibly re-enforced/supported depending on the dimensions.

Gill Blue's design is better. The first one wont work. In the first design the bio balls will be submerged in water.

I have done the wet/dry and fluidized bed combination... its not very efficient.

These filter styles work best alone. A fluidized bed will be the better choice of the two though.
