The Texan river prawns (Macrobrachium carcinus) have never, so far as I know, ever been available in the general aquarium trade. No one breeds them and if anyone's collecting them (with a distribution from Florida to Brazil, I'm sure fish exporters have incidentally trapped them), they're not being offered for sale. They should be able to survive those salinities, but the adults are usually found in freshwater.

You will probably have more luck finding other species of Macrobrachium, like M. rosenbergii ("Malaysian prawn", "blue prawn", "long-arm shrimp", etc.)

I will mention that a species more closely related to M. carcinus, M. vollenhovenii has been showing up in the Japanese and European aquarium trades. They're apparently coming out of Nigeria, but this species is found from Senegal to Angola, so other West African exporters might have it as well. Many species of Macrobrachium are fairly euryhaline even as adults, and M. vollenhovenii, though often found in pure freshwater, should be able to tolerate brackish conditions as well.
