Do phospate pads/sponge really work?

I got a nasty case of dark green slime type algae on the gravel and a little on the rocks(decorations). Is it algae or some type of cynobacteria? I will get pics. later today when the lights come on. My phospahates are high, probally about 3ppm, but the water from the tap is in the .5-1.0ppm range. I don't have a ton of plants, but the ones i have I want to look nice and not get covered in this sh*t. The rocks I can scrape off and net the debris, but the stuff on the gravel is brutal. I am doing 20-30% WC weekly, I do have a large fish load, but I would think my WC and wet dry would keep it in check. Also, I've have just 50/50 VHO bulbs on the tank. Would switching one of them to a daylight help the plants, in turn grow better using up more of the avail. phosphates? I've got HBH phosphate pads in the trickle plate, but no real evedence they are working. All the plants are basic Anubsis, Vals., and Java ferns and I just want them to look good and grow. Thanks in advance.
 
Not really. If you want to reduce your phosphates in a planted tank, let the plants do it.
 
Its more of a Planted tanganyikan tank.

Will running only 50/50 bulbs effect the plants from growing well? they seem to be putting on new growth, but it is really slow growing. I thought changing one or both of the 50/50's to day lights should help.
