Two days ago I syphoned my 30 gal into my new 60 and took the old filter and cartriges and put them on my 60 . ( and the filter still had the water in it) So do you think I am ready for fish? The tank seems ready? Please help me out!

I dont think the water transfer did anything. To my understanding, using the bio buildup on existing filters will, depending on what they were in and going into. However, I would make sure to put some prime in the new water to make sure the bio load doesnt get ruined. What did the filter come from and go to? Meaning what fish were in the old tank and going in the new tank?

As mentioned, using the "old tank water" moved very very little bacteria into the new tank. Bacteria makes it's home on surfaces and only uses the water column to travel... bacteria spends most of it's time 'at home'...

The "old filters" probably contained a large percentage of your 30 gal tank's bacteria... the substrate and decorations held most of the rest...

So that means you have bacteria in your 60 gal tank that is ready for something to eat... and it eats ammonia...

Since there are currently no fish in it... unless you are adding liquid ammonia that bacteria must be quite hungry by now. I would add an ammonia to the tank as soon as possible before it starts dying off...

As always when making major changes... monitor water closely (primarily ammonia & nitrite) and water change as needed to keep pollutants in check...
