A solenoid (or control) valve. You get them specified as normally open or normally closed. They are pretty pricey and can require some fancy wiring.
 
Look at www.mcmaster.com
Get a normally closed 110v solenoid valve, and wire a plug to it. Plug it into an outlet, and when you lose power it will shut. Make SURE that it is rated for continuous duty.

Yeah, I've been in the plumbing trade for close to 20 years and I've never heard of them!
I'll have to call them in the morning and talk numbers with them to see how competitive they can be.
