Does charcoal raise PH?

I can`t get my PH down in my 50gal planted tank any lower than 7.7.

Substrate is pea gravel.
Filter media is Eheim substrat pro, usual white nylon f/pads and charcoal.
Tap water PH is 6.8.

I had lot`s of rocks in there to start with but have replaced these with driftwood coz I thought the rocks were to blame, but no change. The only thing I can think of is the charcoal in the filter.

SO my question is does charcoal raise PH?

Bit of a lame question I know, but if anyone could help I`d really appreciate it.

i dont think so, but it will remove tanins from the driftwood that will otherwise be lowering the ph. i suppose the carbon could be removing acidic chemicals present in the tap water also, but i wouldnt think it would take you above 7 unless the water is hard.
 
Put some tap water in a bucket and add a airline to it over night and test in 24hrs and see what you get.

You could possibly have a odd buffer in the tap water that evaporates.

This usually works the other way high to low. But its worth a shot to learn its not your decor or filter media.
