It will if you're PH/KH is low as CC will help raise both. But it can't make something out of nothing. So if it doesn't have the genes then you can have high ph and it still won't help.
To answer your question, no. It's the certain PH/GH levels that the CC buffers to that will bring out the max size of the KOK. The ideal PH range to let the FH bring out the full KOK from their gene is 7.2-7.8. GH level should be around 7dH-16dH at those PH levels unless your tap have very hard water with low PH, then add CC, which is rare. I'd recommend KH to be at least 5dH, as FHs produce a lot of waste and will crash the KH hence the PH to go down. Hope this helps.
