Does my fh have dropsy?

I got him a couple weeks ago and he has looked bloated since when i got him. Also i have a kirin with him and a bp he has them both stressed so they will be taken away and the two barbs i got are beating each other up so they are gone tomorrow as well.

Kinda hard to tell from the pics. If the scales are sticking outward and not pressed against the body like normal then its dropsy.

Honestly its hard to tell due to his stomach pattern looks diamond shaped but when I get up close it looks normal and smooth. Just incase he does have dropsy, can i use epson salt to treat him, if so how do i mix it with his food if I feed him hikari bio-gold and newly hatched brine shrimp.
