Does this look normal?

How long has it been like this? there could be a blockage or bloat depending on how long. Has she been having problems keeping her balance and floating to the top a lot?
 
Yup, Bloat or blockage.
Looking at your substrate, things don't look too good for the little fella!
Get some Epsom salts asap...
 
Stop feeding immediately.

I had an old Delhezi that would get like that but after a week or so of not feeding would get better.

If you don't see improvement in a week or so it's definitely some kind of blockage.

It's been like this for a while. But she doesn't have any problem floating at all or swimming. If it is blockage which I think it is, how do I fix it? Please help! My bichirs were my first fish I ever got. Three years ago.

I just told you what you need to do!
Epsom salts, and while you are at it, get rid of your substrate.

+1 also if you have a smaller QT tank put him in that and put the salt in it will take effect faster, and if you have any salt sensitive fish in your bigger tank it won't harm them
