Does this sump make sense?

Recently acquired a 110g with a 20g sump with a pump and heater for a steal.
the sump has bio balls in it and it came with floss. it has the trickle with the bio balls underneath a plastic plate with a bunch of holes in it. But my question is how effective is it. Basic wet/dry design, pretty effective.
 
With this sump it came with the pump thats in the pictures how the hell do i start this thing. it might be defective? the casting it is in gets hot but it wont move any water. First time dealing with these pumps any advice?
 
haha thanks ruddybop actually ended up freeing up the impeller. It works really well

weeeee.... Excellent.......That pump pushes a lot of water on setting 3..... :). ..... and it's an expensive rascal ..... After you posted this.... I might get one my self.....But I think you got a better deal on yours..... :)
 
really wow its probably at least 5-7 years old. and very quiet.
 
i was trying to find the date on this thing where would i find it?
