Does this sump make sense?

Recently acquired a 110g with a 20g sump with a pump and heater for a steal.
the sump has bio balls in it and it came with floss. it has the trickle with the bio balls underneath a plastic plate with a bunch of holes in it. But my question is how effective is it. I took some pictures that i hope end up showing how this sump looks/works.
hope these pictures are some what useful. i can take more if needed/clean the glass

Basic wet/dry design, pretty effective.

Having a hard time making it out in the photos. looks pretty similar to the 3 sumps I have.

With this sump it came with the pump thats in the pictures how the hell do i start this thing. it might be defective? the casting it is in gets hot but it wont move any water. First time dealing with these pumps any advice?

I would take it apart and rebuild it. The part number ups15-42f . They make many different pumps. They make all replacement parts. Here is the webpage. http://www.grundfos.us/
You could take the 4 screws out of the back were the impeller is and see if it's froze. Maybe you will get lucky and free it up.....

weeeee.... Excellent.......That pump pushes a lot of water on setting 3..... . ..... and it's an expensive rascal ..... After you posted this.... I might get one my self.....But I think you got a better deal on yours.....
