Fish waste isn't fish food. Fish waste would be detritus, which will become ammonia, which is the most readily absorbed form of nitrogen. That substrate will accomplish nothing more than plain gravel, or a bare bottom tank in regards to turning fish waste into ammonia. It does however contain many nutrients that your plants will need in addition to nitrogen.
 
that substrate contains the good nitrifying bacteria which you would have anyway if you let your tank cycle and i never had that great of luck with it. it would turn to mud in 6 months to a year
 
I use that stuff, and I think it has phosphates in it. The plants grew well untill the algae took over.
