dominant fish

It seems that most tanks have one fish who is the dominant one. Do any of you have tanks where this is not the case, where two fish constantly fight? I have had this going on for months now. My large male severum who is a big baby is always fighting with my chocolate whose much smaller. This chocolate has become a huge pain..doesnt back down to larger fish at all. They each stay in one half of the tank, any crossing is the beginning of lip locking and the severum trying to use his tail to to fan him away. Regardless of setup or tankmates this continues everyday. The severum is much larger but doesnt have a tough personality at all. They are both great looking fish but neither one can actually swim, they just sit in their half all day. Any thoughts?
