It's not just Florida. Coastal cities all around the country spend millions dredging for sand offshore and restoring beaches for the tourist trade and to provide some seawall protection to area businesses and homes. The last thing these cities want to see is someone hauling away the fruits of their labor and expense to turn a personal profit without regard for the original intent of the restoration efforts.
