Hard spines tend not to grow back, and removal of the fin membrane with damage to the base, doesn't grow back the same (if at all).
They utilise developmental plasticity and effective healing abilities, during their early months or years of development, so if the hard dorsal is truly separated, then there's a chance it could grow back if the fish is young.

Instead, if the spine is snapped, with some removal of membrane, but the hard dorsal is still attatched. It will heal fine if the hard spine holds in the right position.

The reason healing will be difficult if they are removed, is to do with how hard spines (hard rays) are formed. They start off like usual soft rays, but during development, they're 'instructed' to become more rigid. They can't (under normal circumstances) grow back a hard ray when they need to begin with a soft ray. It's almost like cracking open an egg and a fried egg falls out; there's a lot of stages which have to come before.
