i have a plywood stand for my 55 gallon tank and i wanted to know if i can make another stand that will have a 55 gallon tank inside and one on top of the stand

can this be done?

Can absolutely be done as long as you build it strong. I stacked a 55 and a 60 for about 6 months before I ended up stumbling across a larger tank and upgrading.

I went simple route with it though, just used cinder blocks to build the base and stacked them up until I had the right height for the top tank, and put a 1/2" piece of plywood (framed with 2 x 4 on bottom) piece across the top to hold tank #2. No bowing, no issues. But I overbuilt the top support to compensate for the fact that the edges of the tank weren't going to be directly over the cinder blocks.

If you want to use wood (like most do, and I have since taken to doing), do some searches and you should be able to find a good design build.
 
As long as it is constructed properly.
 
how would i do wc's on the bottom tank

Looking at the stand I posted there is a 1-1.5 foot space at the top. This would be more than enough to get into it to do maintenance. As far as the gravity for siphoning well, that would be best taken care of by running a hose out the door rather than using buckets. You could also get a small water pump and do water changes that way.
